Judge chastises prosecutors, owner over drug use at hotel in Connecticut

DANIELSON, Connecticut -- A Danielson Superior Court judge has accused the owner of Willimantic's Hotel Hooker and prosecutors of failing to stem drug use at the hotel, but stopped short of appointing a receiver to take control of the business.

Judge Francis J. Foley told prosecutors on Wednesday that they had proven that drug activity in the hotel constituted a nuisance under state laws, but criticized them for failing to have a receiver ready to take over the property.

"You have evidence that adequate efforts have not been made to monitor the activity in the Hotel Hooker," the judge said.

Connecticut's nuisance abatement law requires a minimum of three arrests in one year, showing a pattern of criminal activity.

The hotel's owner, Robert Riquier, said during the hearing that he had no knowledge of the use and sale of drugs in the past year.

Ten arrests on drug charges and five overdoses, including two fatalities, have occurred during that time, The Hartford Courant reported.

Riquier said he has worked to end prostitution and drug use in the five years since he took over management of the hotel. He accused prosecutors of trying to take away a business that has been in his family for 65 years.

"I really don't know what you're trying to do," Riquier told Supervisory Assistant State's Attorney Christopher Malany.

Foley said he did not believe Riquier's "ignorance of the situation at the hotel, which rises to the level of common knowledge in that community."

He said he would choose between a receiver the state suggests and a plan Riquier and his lawyers come up with by Nov . 13.
